TRAVEL AUTHORIZATION FOR MINORS (VENIA DE VIAJE)

I) INTRODUCTION:

A travel authorization (venia de viaje) is a permit granted by one or both parents, a
guardian, or a legal representative to a minor under 18 years of age (prior to the start
of the trip) to enter and/or leave the Argentine Republic, whether traveling alone,
accompanied by a parent, or with a third party.
Minors may require a travel authorization to enter or exit Argentina in certain cases.
Below are the general requirements for a minor’s entry or exit, the situations in which
a travel authorization is necessary, and the requirements for processing it.
At the time of entering or leaving the country, the minor’s passport and that of
accompanying persons must be presented, along with the travel authorization if
applicable, the original birth certificate showing both parents or authorizing parties
(with a Hague Apostille in the case of a foreign certificate, in Spanish or officially
translated), and/or supporting documentation depending on the case (see below).

II) TRAVEL AUTHORIZATION REQUIRED

1) ENTRY

To enter Argentina, a travel authorization is required for:

a) Argentine minors under 18 years of age who:

  •  travel alone
  • travel accompanied by only one parent or only one person with shared

parental responsibility, or another adult.

b) Foreign minors under 18 years of age who reside in Argentina (*) and who:

  •  travel alone
  • travel accompanied by only one parent or only one person with shared

parental responsibility, or another adult.
(*) Beneficiaries of permanent, temporary, or provisional residence in Argentina, or
who have remained in the country for a period equal to or longer than one (1) year
since their last entry.

c) All minors under 13 years of age, both Argentine and foreign, who:

  •  travel alone
  •  travel accompanied by only one parent or only one person with shared parental responsibility, or another adult.

 

2) EXIT

To leave Argentina, a travel authorization is required for:

a) Argentine minors under 18 years of age who:

  •  travel alone
  • travel accompanied by only one parent or only one person with shared parental responsibility, or another adult.

 

b) Foreign minors under 18 years of age who reside in Argentina (*) and who:

  •  travel alone
  • travel accompanied by only one parent or only one person with shared

parental responsibility, or another adult.
(*) Beneficiaries of permanent, temporary, or provisional residence in Argentina, or
who have remained in the country for a period equal to or greater than one (1) year
since their last entry.

 

III) TRAVEL AUTHORIZATION IS NOT REQUIRED

In certain cases, minors do not need a travel authorization to enter or exit the
Argentine Republic. However, they must always present the appropriate supporting
documentation.

1) ENTRY

Minors who DO NOT NEED a travel authorization to enter Argentina include:

a) Argentine minors under 18 years of age who:

  •  Travel accompanied by both parents or by those who hold parental responsibility.

The minor’s and accompanying persons’ passports must be presented along with
documentation or a public instrument that fully certifies the claimed relationship, as
applicable:
-Original marriage certificate with the birth recorded, or original birth certificate
showing parental relationship
-Judicial adoption decree
-Death certificate in case one parent is deceased
-Judicial ruling granting exclusive custody to one parent, if applicable

  •  Are 13 years or older and reside abroad, which must be proven exclusively through a change of address in the Argentine National ID (DNI)*.

(*) If the foreign address is not listed in the DNI, the immigration authority will require
the corresponding travel authorization.

 

b) Foreign minors under 18 years of age who:

  •  Travel accompanied by both parents or by those who hold parental responsibility.

The minor’s and accompanying persons’ passports must be presented along with
documentation or a public instrument that fully certifies the claimed relationship, as
applicable:
-Original marriage certificate with the birth recorded, or original birth certificate
showing parental relationship
-Judicial adoption decree
-Death certificate in case one parent is deceased
-Judicial ruling granting exclusive custody to one parent, if applicable
This documentation must be legalized with the Hague Apostille, in Spanish or
translated by a certified public translator in Argentina. (Link to more information on

  •  Are 13 years or older and entering temporarily (e.g., as tourists)
  • Have obtained permanent, temporary, or provisional residence in Argentina

and have reached the age of majority in their country of origin or previous
residence.
The effective date of the foreign law must be certified by the diplomatic or consular
representation of the respective country accredited in Argentina.

(Example: A 17-year-old Norwegian citizen residing in Argentina travelling without
parents and without a travel permit, must present a note from the Norwegian
embassy certifying that the age of majority in Norway is 16.)

 

2) EXIT

Minors who DO NOT NEED a travel authorization to leave Argentina include:

a) Argentine minors under 18 years of age who:

 

  •  Travel accompanied by both parents or by those who hold parental responsibility.

The minor’s and accompanying persons’ passports must be presented along with
documentation or a public instrument that fully certifies the claimed relationship, as
applicable:
-Original marriage certificate with the birth recorded, or original birth certificate
showing parental relationship
-Judicial adoption decree
-Death certificate in case one parent is deceased
-Judicial ruling granting exclusive custody to one parent, if applicable

  •  Are 13 years or older, reside abroad (proven exclusively through a change of address in the DNI*), and entered Argentina temporarily (e.g., as tourists)

*If the foreign address is not listed in the DNI, the immigration authority will require
the corresponding travel authorization.

 

b) Foreign minors under 18 years of age who:

  •  Travel accompanied by both parents or by those who hold parental responsibility.

The minor’s and accompanying persons’ passports must be presented along with
documentation or a public instrument (apostilled and translated)* that fully certifies
the claimed relationship, as applicable:
• Original marriage certificate with the birth recorded, or original birth certificate
showing parental relationship
• Judicial adoption decree
• Death certificate in case one parent is deceased
• Judicial ruling granting exclusive custody to one parent, if applicable
*This documentation must be legalized with the Hague Apostille, in Spanish or

  •  Are 13 years or older, entered Argentina temporarily (e.g., as tourists), and have not remained in the country for a period equal to or greater than ONE (1) year since their last entry.

 

IV) OBTAINING A TRAVEL AUTHORIZATION AT THE EMBASSY’S CONSULAR
SECTION

Requirements to begin the process at the Consular Section:

a) Documentation:
• Minor’s birth certificate. If born abroad, the foreign birth certificate must be
legalized with the Hague Apostille
• Minor’s DNI or passport (if foreign)
• DNI or passport of the person(s) granting the travel authorization
• Supporting documentation when applicable (e.g., judicial adoption decree,
death certificate of one parent, or judicial ruling granting exclusive custody)
b) Contact the Consular Section to request an appointment by phone or email:

c) Pay the consular fee
d) On the assigned appointment date, both parents must be present to sign the travel
authorization. The minor’s presence is not required.
*The procedure may also be carried out before a public notary, which requires
subsequent international legalization with the Hague Apostille and official translation
if not done in Spanish. The translation of the travel authorization must also be
apostilled.

 

V) ADDITIONAL INFORMATION:

  •  In Argentina, the age of majority is 18.
  •  For domestic travel within Argentina, practical criteria and regulations apply

depending on the mode of transport and type of trip:

1. Ground transportation (long-distance buses):
• Under 6 years: Cannot travel alone under any circumstances
• Ages 6–12: May travel alone only with written authorization from parents or
guardians and if permitted by the company
• Over 13 years: Generally allowed to travel alone without authorization, although
some companies may require it due to internal policies

2. Air transportation (domestic flights):

• Airlines typically allow minors to travel alone from age 5, but:
• Ages 5–11: Must use the Unaccompanied Minor (UM) service
• From age 12: May travel alone without UM service, although parents may request it
optionally
